Yes, all +800 numbers are international freephone.

It's a Universal International Freephone number, so should be from a
Landline.

It certainly _should_ be, country code 800 was reserved several years
ago for 'international free calling', however I would be sure to get
confirmation from someone with a clue at the phone company (may be
difficult to find <g> )

It's charged as a calling card on Orange, so it's charged at your
"standard rate" and does not come out of inclusive minutes. You also
don't get the calling card announcement beforehand.
