Yes, as long as they get 'signed up online' by someone with a net
connection.... The only way to sign up is online (as far as I know) and the
only way to check your call list data and invoices is online (the invoice is
sent to an email address, as well as being available by logging into your
account online)

I signed a family member up online (with her permission of course), and she
just uses the service just the same as I do, she doesn't have any internet
connection at all. If she wants to check her call data or invoices, she
just calls me and pops over and does it from here.

If its a close family member and you don't mind adding them to your account,
you can just add their number onto your existing account. Of course, you
will end up paying for their calls as well as yours if you do that, but I do
it for my parents and it keeps things simple here.

Yes, I do this to (4 numbers signed up to the account). It's very easy
to add extra phone numbers on the website. I suppose I might be a little
uncomfortable signing up if I didn't have regular internet access, as it
would be more difficult to monitor call charges. However, I've found
them very reliable- though I use their sister company 1899 more these
days.
