When I dial 118111, OneTel's DQ, on an NTL line I get a recorded
announcement saying that this service is unavailable on the NTL network.
Are they playing by the rules here? It looks to me like this is
anti-competative.

That, of course, works, but surely one should be able to dial any 118
provider from any line without having to dial a different access code first.

In this case it is much better to dial the access code first, since
Onetel doesn't charge for Directory Enquiries but NTL would charge 35p
per call if they allowed access to that number!
It is bad that you can't dial that number though.

only BT has to allow access to all DQ services, TW & NTL can choose
which ones it allows customers to use.

of course. and most anomalies are there to punish bt for daring to
remain in business.
