I have a earlex steamer...bought it new for 130 quid. proberlem is it don't
seem to do the job very well and im wondering if its due to not enuf steam
getting to the plate. there seems to be more steam escaping through the
tank cap than getting to the plate...is this normal?

The cap on the tank is also a safety valve, if your Earlex is like
mine. If ANY steam is coming out of the cap, I would think that
there's a blackage somewhere preventing steam from getting where it
ought to.

I would check the pipe, plus the place the pipe attaches to, to make
sure they are not obstructed.

Don't know about your Earlex, but I have a Bosch which I bought for £30,
and it's superb. Lots of steam, very speedy stripping.

Same for beeline professional, certainly no steam coming from that
filler cap
