Probably because you don't get flues (or soil pipes) that small, or domestic
water pipes that big! Most people would get away with a 110mm (for soil
pipes and concentric flues), a 45mm or so for waste and 25mm for copper
pipes.

You need about 6mm more than the true diameter of the pipe.
117 does the soil pipes and is good enough for the flue pipes.
52 does the nominal 40mm waste pipe
The reason I had to get a 64mm made up for me by a manufactuer was for the
Keston flues (56mm OD).
