when i unistall a program under my account (1st created not admin, no admins exist) it uninstalls on all other account visa versa on installing regardless if everyone is logged off or not..... any suggestions

sounds normal to me...
If you un-install, its removed from the PC - for all users.
If you want to make a program only visible on one user's Start Menu, you
have to make sure it is installed that way - not all programs give that
option.
