tracking changes

What drives the updates to the categories, created, modified and accessed? I looked in the properties of an excel file and I see that it was accessed today,(by me) and it shows the file was created and modified on 3/30. Is it realiable to detemine that this file was not touched since then?

Any help is appreciated.
