switch user is being disable

my pc is not showing out the "switch users" button when i would like to do so.

I had tried before to turn "Fast User Switching On", but it won't allow me to do so..Even though I have do so and apply the option, but at last, but default, the criteria is not successfully being applied.

My pc is the member of the network workgroup and not the network domain.

What is the solution that I could apply in solving this problem?
