spyware

OK, please forgive me if I'm repeating a really common
problem. Every time I start XP Home I get the "Server Busy"
dialogue reading "this action cannot be completed because
the other program is busy." When I click on "Switch to..."
I get pop-up windows, so I think this has something to do
with spyware...but I've run several different anti-spyware
programs including ad-aware and spybot, and this hasn't
fixed the problem. Any other ideas?
