shell32.dll

i have fully reformated my pc twice. I have also tried 2 original cd's XP Home Edition. while formatting and putting new one on i get this message. The File shell32.dll was not copied correctly. then it goes on to tell me its not a valid Win xp system image. says also they may be a problem with the cd. BUT these are original CD's frm Microsft. and i have tried my 2 cds roms as well. but still to no avail. Can anyone help me.. how can this happen ???

Memory issues on the PC..
Bad sectors on the hard drive..
Or just bad media (CDs are not forever..)

If it was an OEM license, you may be out of luck - contact those you
