.ini files location |

I hope someone can help with this problem : We're using an application under
XP that creates an ini file to record user preferences for subsequent use.
Due to security restrictions, regular users do not have write access to
c:\windows, and so the application fails to create the ini file and have to
re-set their preferences every time they run the application. This applies
to 30+ users in my organisation, at least once daily.
Is there a way to change the default location for .ini files, to another
directory where users have read-write access?
