If the above repair does not work:

Go to Start > Run and type in: helpctr -regserver

To reinstall Help and Support:

Go to C:\Windows\inf\pchealth.inf.
Right-click and choose install. Have your XP CD available.

Note: The folder is hidden by default. Go to Start > Run and type in:
control folders. View: Show hidden files and folders and uncheck
"Hide extensions for known file types".

Try going to control panel ---administrative tools---services ----make sure
help and support is enabled and started---then, highlight by clicking on help
and support and on the left side click 'restart'.
As for restore, shut it off, reboot and turn it back on. This will have the
effect of getting rid of a corrupt restore file.
