drag and drop wont drop

For the last month I have not been able to move files from one folder to another.I have not been able to move a file of of my desktop to a folder. but I can move files around within a folder or the desktop aslong as i don't try to move them to another folder.

when i try to move them in any way my computer locks up, I open up task manager>proformance and the cpu is at 100% I check applications and it sais "drag not responding." I have no restore points for before this started to happen.

Oh one more thing, there are three users with admin stat. on this computer, this problem is not global, it is only on my account. I have not been able to find the differance in the account settings.

Any help would be great
