XP running slow

Hello everyone. I recently had a power outage that shut down my computer. It is connected to a surge protector so I don't think I had any hardware damage.

I can boot up fine and log in. The problem comes when I open programs. For example. Internet Explorer.

It seems as though the system pauses for a little while. I tried running defrag on the machine. After 8 hours it was only 14% complete. Which is very slow. Probably could've completed it 4 or 5 times in that amount of time. A buddy of mine said it might be the Page File and that rebuilding it may help. I'm not familiar with page files or how to rebuild them.

Has anyone had a problem like this before? If anyone could help or offer some advice, I would really appreciate it.

Thanks,
Solturus
