Windows shut down

When I try to shut down windows, nothing happens. I have to turn off the computer (lap top) with the on/off switch. Then it goes into the restperiod and doesn't close down windows properly. How can I change this?

Have you checked you have the right BIOS settings? Is APM turned on?
