Windows Will Not Start

message from =?Utf-8?B?VGlt?= on 7 Jun 2004
Windows could not start because the following file is missing or currupt:
\windows\system32\config\system
Any ideas on what to do next? Maybe a repair or reinstall? Thanks for any help given.
