What is a Code 19 Error???

message from =?Utf-8?B?TmlnaHRGbHllcg==?= on 30 May 2004
My DVD/CD-ROM dirve wont work. Received the following error message.

Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

I can't load anything from CD, of course. Please help!!
