Win XP on my Laptop

IBM Thinkpad i series running (was!) Win XP Pro. The 'A' drive I know is
defective. I also know that the BIOS is set to Boot from CD.
Switch on.
IBM Logo appears then after a small wait it asks me to " Enter system
diskette and press Enter to reboot.
I have no system diskette but I do have two CDs. Product Recovery CD-ROM
and ThinkPad Customization CD both for this IBM ThinkPad i Series 1400.

I have attempted to use the Product Recovery CD-ROM without success. I have
got to the stage where it asks me to test the Recovery CD and I have
achieved this and it tells me all is ok.
I continue with the recovery instruction in the next menu. I have tried
menu two and three but they both return me to Starting Win95
1.English
and then through the same recovery info all over again.getting no further.

I have no valuable data on the machine and can try anything. I have my own
MS OFFICE which was on it now waiting to reload when I get the system up and
running.

If you bought the computer as a second user item, you have not been given
the correct cd's to reload your system..

From what you have written, you appear to have an old IBM IBM Laptop [as old as 1999].

It is also evident that the recovery disk has a Windows 95 installation.

When did you upgrade to XP and how did you install it?

In order to load XP, you will need the original XP CD, and not the Win95 recovery CD from IBM.
