Win XP Back Up asks for a floppy but I don't have an A: drive

I have two questions I hope you can help me with.

1) Wth Win XP Back Up utility asks me to insert a floppy disk because it needs to create some kind of start up disk.
I don't have a floppy. Can I get the start disk to write to my CD or my removable drive (USB 64 MB Memory stick)?

2) Is the back up tool a good way to restore my machine to a previous state?
I just spent 2 days refomting and reinstalling software because scumware invaded my machine and ruined it performance.
All my Restore Points failed to restore. Will a complete system back up earase any spy-ware, viruses and pop-up junk that got into my machine after the system back up?

The delivered MS Backup tool will not natively backup to CD, only
tape, floppy or zip is supported. You'll need a good 3rd party CD
writing tool/package to backup to CD. Personally I use Norton Ghost
to image the whole drive to another drive.
