Weird problems

I have an XP computer that is exhibiting a lot of strange problems and I
wonder if anyone has any clues for me.

Many shortcuts are showing a series of bars in the tooltips under the
shortcut name. When I go to properties for the shortcut I find what looks
like arabic writing in the Comments box.

I am finding the arabic type writing in the compatability section of many
file property dialogs.

Right click capabilities are gone in IE 6 and I couldn't perform any
downloads from downloads.microsoft.com. IE will just do a quick flash and
nothing happens.

Outlook 2000 SP1 will crash whenever trying to print a document. All other
printing seems OK. Upgraded to SP3 and same thing even trying different
printers.

Norton is up to speed and has scanned recently and Spybot hasn't found
anything major.
