Toolbar not showing startup items

The toolbar in XP has started not showing items in the startup. The
only icon that consistently appears on the toolbar when I start XP is
the network connection icon. My anti virus program launches but no
icon in the toolbar, also no icon for adjusting the volume of the
sound playback. About 25% of time the icons show up, but usually not.
It's annoying because it's very convenient to be able access the
antifvirus and volume controls from there. Any suggestions?
