Task Manager disabled?

Whenever I hit ctrl, alt, del to bring up the task manager - it tells me that task manager has been disabled by my administrator. I am the administrator and I haven't disabled anything? Can anyone help me to enable it as I am unable to close programmes that have frozen (frequently) - other than by rebooting.

Any help would be greatly appreciated.
