Server busy?

for the last week, everytime I boot up a box appears says that the "server
is busy' and it has a switch to... and a retry button. When I hit "switch
to.." my start programs list pops up just as though I had hit the start
button. Why is it doing this? What caused it and how can I get it to stop?
Any help would be greatly appreciated.

Disconnect Internet.
Restart computer in Safe Mode (see Help(F1) for more information), and scan it using all these programs, antivirus first.

I've always done all this. Have NAV (updated at least once a week) ADWARE
run at least once a week and Webroot SpySweeper run at least once a week and
they have found nothing. Could it have anything to do with any of the recent
MS patches?
