Returning to welcome screen (after a screensaver, etc.)

I'm not sure why, but Windows doesn't send me back to the welcome screen after it runs a screensaver anymore. What happened and how can I set this back?

Display> Screensaver. Check box that requires a logon when resuming.
Wording will vary. You may see similar to "on resume, use welcome screen"
or "on resume, require password."

Yes, I see the option "on resume, require password", but there are no accounts that use a password. Is there a way I can set it to "on resume, come back to welcome screen"?
