Removing unusual extra bar from top of screen?

Across the top of my screen I now have a gray bar which is about the same
size as the taskbar at the bottom. I don't know how I got it or how to get
rid of it. It only has the name of a downloaded file on it & a small
vertical dot of dots. When you hover the mouse over the vertical row of
dots you get the left-right arrow but if you then click on this row you
get the vertical lines which are usually get when you resize the bar
horizontally, but moving it has no effect. You can resize down until the
bar takes up about a quarter of the screen.

What is this bar & how do I remove it?
