Right click the drive..go to properties...recording tab and make sure
enable recording on this drive is checked.
|I cannot write to my Philips DVD RW drive anymore. I bought a new
USB DVD RW drive, because I thought it was the hardware. It is not
the hardware because I cannot burn to the new one either.

It is checked. That is not the problem.
