You formatted and reinstalled.
Did you install the language packs for Internet Explorer?

Hello~

I've been browsing around to find an answer concerning language packs and this is the closest to my question I've found. You seem to be very knowledgeable - so.. maybe you wont mind helping me out! My question is this: I installed a language pack for Japanese while browsing a site and I'm now wondering how I can uninstall that pack. I tried the conventional methods and also went to the Windows Update section you specified, but it does not show that I have any installed. Is there another way to uninstall the pack. or maybe I entered the wrong version of Windows XP in the drop down menu?
Thanks so much for any help!! ( I know it's not the most important issue, I just like the abilitly to uninstall things as easily as I'm able to install) - hehe..

Hmm. Good one. Try this:

Go to Control Panel -> Regional and Language Options -> Languages tab
Uncheck "Install files for East Asian languages" and "Install files for
complex script and.."
Click OK to any warnings.
Click Apply.
Click OK.

Cannot promise that is it, but I *think* it is - come back and let me know!
