I have just re-installed Windows xp (and applied all Windows patches) on my laptop in an attempt to fix this very problem.
I have a USB 2.0 PCMCIA card that completly supports an external CD-RW and scanner.
Plugging in an external USB2.0 HDD gives the exact problems discussed in this thread.
Any help is welcome!
