Thank you thus far on the help with my problem. JLee, no, I do not have
Zone Alarm. Nonetheless, thank you for the suggestion.

I've followed several of the links and here are some additional methods
I have tried.

Updated display drivers. Lowered dpi.

Edited system registry for IE - modified install value to 0 (not
installed). Attempted re-installation. During the installation phase,
an error message says that the program will not be installed due to a
failed logo test.

Deleting the IE cache and history as the problem could've been a bad
cache.

I'm contemplating reinstalling windows xp.

Again thank you all as I continue to struggle with this problem.
