Dear Dev and Peter,
Thank you very very much for your answers. I followed your advices. It seems that the error resolution was much more easier that I thought. First I checked the language on script for IE and it was Latin. Then I followed accumulatively the instructions given by Peter one by one and tested the functionality of H&S after the completion of each task. It appears that the problem in my H&S was lying on the fourth instruction.
4) Empty your Temporary Internet Files directory (in Internet
Explorer, Tools > Internet Options > General tab > Delete Files). A
full TIF directory can cause HTML Help files to misbehave.

It is true that I haven't deleted the temporary files for months! However the good thing is that my problem gone away for now and you save me from the fuss to re install windows xp again!!!!

Dev, you can insert Peter's answer in your H&S error section in your site. I think it will help many people that have the same problem as I have. I will recommend the solutions to other users I know that have this problem as well!!!
