This problem seems to also effect the native XP Pro Version 5.1.2600 Service Pack 1 Build 2600 dialup connection.
I have tried to uninstall & reinstall modem drivers, rebuild dialup connections, disable native firewall & rearm, all to no avail.
I beleive that it is not an AT&T or AOL issue, I think it is an OS problem on one of the updates.
