I preformed a system Recovery and then went in and took "ownership" in safe mode. I then restarted and it started in owner mode and still says access denied. HELP and thanks for any help in advance

not sure if you have tried this, but try anyway, log into safe mode as local administrator.
locate folder that you want, right mouse button, properties, security tab, advanced untick "inherit parent permissions..... etc"
owner tab
select name, local administrator
tick replace owner on subdirectories and objects.
this should then put administrator as the owner and you should be able to get access to your files, then create a new user put them in the administrators group and then they will have access to the files.
