I have just experienced the same problem with my home PC.
Your suggestion might provide some additional information as to the problem except, as Weiss Konrad indicated, NO users can logon to the system - even in Safe Mode.
Every possible solution I can think of requires a logon to the PC. I think that what is needed is a way to stop the auto-execution of code at logon (Holding the Shift key during logon works for disabling the execution of everything in the Startup folder, but not for things in the registry.)
Any other ideas short of re-installing XP?
