Remote Procedure Call Failed

I now get this message when I am trying either install or remove programs. I have Norton Antivirus 2004 and it is up to date - I have also checked for any viruses/worms etc and the PC is clear, although using Trend Micro I picked up a couple of Trojans. I am also up to date with Windows updates.

Can anyone advise on a solution please?
