I have the same problem but only when my network card is put in the pcmcia slot. Used various tech support sites and took to a repair shop but knowone seems to be able to fix the problem. I only started to get this when i had to do a complete reinstall of win xp, and i notice the problem is getting more widespread on microsoft help sites. Seems it could be a very clever virus or something lik that. sorry i could not help you though.
