Problem with taskbar and language bar

I have a very strange situation on my network.I have a windows XP
machines.When a user login on toolbar it has 7-8 language bar.This happens
sometimes and sometimes not.My question is can i control this taskbar
settings through group policy and also can i control regional settings
through group policy?
