Powerdown feature missing

After a repair installation of xp home upon shutdown it goes to the it is
safe to shut off your computer screen. There is no apm tab in device
manager. Everything appears to be right in bios. This feature worked
previous to repair installation. Older system P3 450 Abit Bh6 MB. Any ideas?
Also I only have the hibernation option where I used to have standby.
