Opening text files with NOTEPAD not working correctly

When trying to open a text file by double-clicking, it does not launch the notepad program. When right-clicking the text file, and choosing "Open With" (and subsequently NOTEPAD.EXE) the file does not open. But opening NOTEPAD directly, and then opening the text file through the "File->Open" menu does open the text file successfully.

Has anyone had this problem? Does anyone know of a fix?

I have tried changing the association of the TXT extension to always open with NOTEPAD but that did not work. Running Win XP Pro Service Pack 1 with all the latest critical updates.
