Offer remote assistance denied

"Access to the requested resource has been disabled by your administrator."

Which resource is it referring to? AFAIK, everything on the target computer is configured correctly and it can request assistance and I can connect. But it is not working for me to offer the assistance. I've modified the local security policy here on my computer so that I can offer remote assistance but maybe I've done that wrong.

Can anybody help me solve this?

So, can I enable the "offer remote assistance" at the domain level? Everything I've read details gpedit.msc on the local PC, but I don't see how I can do this for the entire domain.
