New user profiles get created without notice

- Current user profile directory is C:\Documents and Settings\Username.Domain
- User logs on and a new profile directory Username (without .Domain) is created without any notice.
- Or: If the user profile directory is Username only, it will create Username.Domain instead.
If that is existing it will create Username.Domain.000, 001, and so on.

We have no roaming profiles configured. Offline logon works without problems normally. The problem occurs both on Windows 2000 and Windows XP clients. Also we see nothing in the event logs related to this situation, nothing consistent and helpful at least. We have no idea what could cause such a behavior.
