MSXML error 1612

While trying to install Earthlink Total Access, I received the following message when he program start installing XML Parser "windows/msxml/msxml3.mis returned 1612"
I contacted Earthlink and was told that my problem was with XP and I needed to download a updae for MSXML. I downloaded and installed MSXML 4.0 SP2, but I am getting the same message. Can any one help with this problem ???
