MSXML Problem

I tried installing Earthlink Total Access and received the following message when the program starts installing XML Parser "windows/msxml/msxml3.msi returned 1612. After contracting Earthlink, I was informed to get an update to MSXML. I downloaded MSXML 4.0 SP2, after installing the SP2 I received the same message.
Can any one help with this problem, even with a work around that will let me install this program.
