I can't access my temporary internet files

I always delete my temp files and then check to see if they were all deleted but for the last couple of days I can't open the folder! If I'm online I get an error message saying that explorer has to shut down. If I'm offline it doesn't do anything at all when I click on "View Files"! Can someone please help me?
