Icon With Folder Named ~ Appears |

Can someone please tell me what this is. Everytime I use programs, especially sending mail with Outlook, I get an icon that appears on my desktop and the name of it is ~. Is this a problem, or is something set to make this occur. If it is the latter, how do I turn it off, it is the first, how do I fix it.
Any help would be greatly welcomed.

Hi Jeff,
It first appeared in November '02 with 331923/Cumulative Update for OE6-SP1
which was only available via manual download and with the more recent
330994/April '03 Cumulative Patch for OE, available via Windows Update.
You can either wait for the fix or follow the uninstall directions for the
patch at the link below.

A file named ~ appears on the desktop or in another location on the hard
disk
