Help with Jerky Window drag |

Left click and hold on the help file title bar and start moving it around on
the screen the csrss.exe file on the Processes tab shows upper 40s to upper
60s readings. I have seen it go as high as the low 70s. Looking at the
Performance page shows that while the movement of the help file window was
going on the cpu pegged at 100%.
If I pass underneath the task manager with the help file, part of the task
manager dialog blanks out to show a white background which will refresh if I
don't drag the help file dialog underneath it to quickly.
Also I've lost my Windows Security dialog when I do a ctrl-alt-delete. When
I do a ctrl-alt-delete the task manager pops up instead of the option dialog
box that gives a choice of Log, Shut Down, Task Manager, etc...
This is a W2K system that was UP-Graded to XPPro. Everything worked great
for a few months until I did a critical windows update and SP1 was
installed. Still seemed to work ok but takes about 4 or 5 minutes to do a
cold boot.
Any and all help you could give me on this problem would be greatly
appreciated. I first noticed this problem when dragging my shrunk down
windows began to jerk across the screen...Frustrating...to say the least.
