How do you force Start Menu in XP Professional |

I can simply use group policy to force my users to use Classic Start
Menu. But when I tried the other way around, I just could not force
the use of New Start Menu. In Group Policy, the explanation clearly
stating "If you disable this setting, th Start menu only displays in
the new style, meaning the desktop icons are now on the Start page."
Any ideas?
