If you computer is not equipped with USB 2.0 rated ports, you will have to
purchase a separate card.

A follow-up question: I have a D-Link 4-port hub connected to my v1.1 USB
port. If I replace the USB port with a V2 port, will hardware plugged into
the hub run at V2 speed, or do I need to buy a new hub as well?

If the hub is a 2.0 hub, then you should be able to use it. If not, then
you will need a new hub.

Same goes for cables and other devices. If the cable and/or device is not
2.0, then it won't operate at 2.0 speeds.

It depends on whether or not your 4 way hub is USB version 2..
USB 2 4 way hubs are readily available, and not very expensive.
