HELP ME PLEASE!!

message from =?Utf-8?B?am9obg==?= on 3 Jun 2004
everytime i go to open up anything i get the error message this file does not have a program associated with it for performing this action. create an association in the folder options control panel.. But i dont know how to do this!!!
