File deleted somehow can't boot computer

message from =?Utf-8?B?bGVl?= on 9 Jun 2004
Computer starts up to a black page saying <windows root> system32\hall.dll is missing please reinstall.

I do not know how. I have reboot dik but am trying to avoid formatting my hard drive.
