Fastconv and "File and Settings Transfer Wizard"

I need the fastconv utility to access a corrupted archive created by the
File and Settings Transfer Wizard. I sure wish there was a link online,

Thanks, but that isn't the right program. I've searched all over the web and
can't find an address that has it. This program does unit conversions (Ie.
Km to miles). I'm looking for a Microsoft tool that extracts the data from
the files created when you run the (f)ile (a)nd (s)ettings (t)ransfer
wizard. (hence FASTconv) I read about it on several forums. If anyone has it
let me know.
